Is God's love tough or doting?

Doting love bestows or expresses excessive love or fondness habitually (dictionary.com). Tough love is an expression used when someone treats another person harshly or sternly with the intent to help them in the long run (Wikipedia). Which better characterizes God's love for the creatures he made in his image?
